Lead Accreditation Renewals and Training Extensions During the COVID-19 Pandemic Will Now End on August 15, 2021
Dear Lead Paint Service Provider,
As you are aware, in response to the COVID-19 pandemic, Governor Larry Hogan issued a state of emergency for the State of Maryland. As part of these proactive measures to minimize the spread of the virus, on March 12, 2020, the Governor issued an executive order related to licenses, permits, registrations, and other authorizations that would expire or be eligible for renewal during the state of emergency and public health catastrophe. The executive order extended the expiration of these authorizations and suspended the effect of legal, procedural, or other time requirements for these authorizations until 30 days after the date of termination of the state of emergency. This includes accreditations processed in the Lead Poisoning Prevention Program, Lead Accreditation Division.
On March 9, 2021, Governor Hogan issued an executive order that ended the extension of the timeframe to renew licenses, permits, registrations, and other authorizations on June 30, 2021.
On June 15, 2021, Governor Hogan issued a new executive order, Terminating Various Emergency Orders, which further extended the time frame to renew licenses, permits, registrations, and other authorizations until August 15, 2021.
What does this mean for you as an Accredited Lead Paint Service Provider?
If your individual or contractor accreditation expires between March 5, 2020 and August 15, 2021, and you have not either renewed or submitted to the Maryland Department of the Environment (MDE) an application to renew your accreditation during this time, your accreditation will expire on August 15, 2021. This means that you must take your refresher training and submit your application for renewal of accreditation as soon as possible.
To have no interruption in your accreditation, and to enable you to continue performing lead paint services:
- You must complete any necessary refresher training and submit your individual and contractor applications for renewal so that they are received by MDE no later than August 1, 2021.
- If your application is received on or before August 1, 2021, you will be able to continue working until a final decision (approved or denied) has been made on your application.
- If your application is not received at MDE on or before August 1, 2021, you will not be able to work until your application is approved.
- If you do not complete your refresher training nor reapply on or before August 15, 2021, your accreditation will expire, and you may be required to repeat the initial training course to become accredited once again.
What does this mean for you as a trained Abatement Worker or Project Designer?
Please be advised that MDE’s Extension of the Deadline for Completing a Review Course for Lead Paint Abatement Workers and Lead Paint Project Designers During the COVID-19 Pandemic will expire on August 15, 2021.
If your training as a Lead Abatement Worker or Project Designer expires between March 5, 2020 and August 15, 2021, and you have not completed and passed your refresher course during this time, your training will expire on August 15, 2021. Trained lead abatement workers and project designers do not have to apply for accreditation, but they do need to have a current or unexpired training card to be able to perform work as a project designer or lead abatement worker.
- If you intend to continue performing lead abatement or project design work, you must complete your refresher course, pass the course, and receive your training card on or before August 15, 2021.
- If you have not completed nor passed your refresher course on or before August 15, 2021, your current training will expire, and you may be required to repeat the initial training course before performing any lead abatement or project design work after August 15, 2021.
